Selectmen's Meeting Minutes - 12/03/2007
MEETING OF THE BOARD OF SELECTMEN
TOWN OF MOUNT DESERT, MAINE
December 6, 2007
Rescheduled from December 3, 2007

A meeting of the Board of Selectmen was held this date in the Kelley Auditorium, Mount Desert Elementary School, Northeast Harbor, Maine.

Those present included: Chairman Ernest Coombs, Selectman Kathy Branch, Rick Mooers, Patrick Smallidge, Jeffrey Smith; Town Manager Michael MacDonald; Harbor Master Shawn Murphy, Fire Chief Mike Bender, Public Works Director Tony Smith, Jim Willis, Police Chief, Assessor Kyle Avila, Finance Director Brent Hamor, Town Clerk Joelle Nolan, Recording Secretary Jennifer McWain and members of the public.

I.      Call to order.

Chairman Coombs called the meeting to order at 7:06 p.m.

II.     Minutes

A.      Approval of minutes of Regular Meeting of October 22, 2007.

        Selectman Mooers moved to approve the minutes of regular meeting of October 22, 2007, seconded by Selectman Smith. The vote was unanimous in favor, 5-0.

III.    Appointments and Communication

A.      Time Warner Cable notice of rate increase.

        No action acknowledgement of correspondence.

B.      Letter of support for MDOT "head of island traffic improvements."

        No action acknowledgement of correspondence.

C.      Folly Island conservation easement comment letter.

Selectman Smith commented on the calls that he has gotten from Mike Blaney at Acadia National Park in regards to the letter that Town Manager MacDonald sent Blaney about Folly Island.


D.      Acknowledge receipt of Department Reports: Public Works.

IV.     Selectman's Reports

Selectman Smith and Selectman Smallidge had a brief discussion on the RPC activities and the Maine Department of Education plans to "fix" problems with educational reforms. The local plan has been sent into the state. Selectman Smallidge stated that he was concerned on the delay on the funding formula by the Board of Selectman, and the lack of support from the School Board.

Resident George Peckham provided a news article that he received from the Bar Harbor Historical Society from the year of 1958. The article spoke of the effort that went into the funding formula. The Town of Bar Harbor had a higher percentage than the Town of Mount Desert.

V.       Old Business

A.      Approve Governmental Administration Mutual Aid Agreement.

Selectman Mooers stated he thought it was perfect for the entire scheme and moved to approve the agreement, seconded by Selectman Branch. The vote was unanimous in favor, 5-0.

VI.     New Business

A.      Authorize Town Manager to sign Maine Department of Transportation "Boating Infrastructure Grant."

After brief discussion about the grant Selectman Mooers moved to authorize the Town Manager to sign the agreement, seconded by Selectman Branch. The vote was unanimous in favor, 5-0.

B.       Review of 2007 Rural Wastewater Support Program.

Town Manager MacDonald told the Board of Selectmen that there were 241 reimbursement checks that went out. There also is a list of disqualified people.


C.      Declare listed items and or equipment as surplus and authorize sale by sealed bid.

Selectman Smallidge moved to approve the list of items and declared as surplus, seconded by Selectman Mooers. The vote was unanimous in favor, 5-0.

IX.        Treasurer's Warrants

A.      Approve Treasurer's Warrant #87 for $139,780.00 and #89 for $99,924.38.

Selectman Mooers moved to approve the treasurer's Warrant #87 for $139,780.00 and #89 for $99,924.38, seconded by Selectman Smallidge. The vote was unanimous in favor, 5-0.

At 7.24 p.m. Selectman Smallidge moved to adjourn the meeting, seconded by Selectman Branch.  The vote was unanimous in favor, 5-0.
